The GAA's disciplinary process ensures fair play across all levels of the game. All players and officials are bound by the Official Guide and Code of Conduct.

Disciplinary Process

How misconduct at games is handled under GAA rules

Proposed Penalty

The Competitions Control Committee (CCC) reviews the referee's report and proposes a penalty. The player or team official may accept or reject the proposed penalty.

Hearing

If the proposed penalty is rejected, the matter proceeds to a hearing before the Hearings Committee.

Hearings Committee Decision

The Hearings Committee examines evidence and either imposes a penalty or exonerates the individual.

Appeal

If the penalty is rejected, the individual may appeal to the Appeals Committee.

Appeals Committee Decision

The Appeals Committee makes a final decision within the GAA. An appeal can only succeed where there has been a clear infringement of a rule or a compromise of fair hearing procedures.

Disputes Resolution Authority (DRA)

If the matter remains unresolved, it may be referred to the DRA — an external, independent body that provides a final resolution.

The Central Hearings Committee

Adjudicates hearing requests for disciplinary matters involving rule enforcement from Central Council competitions, Provincial Inter-County Senior Championship misconduct, and match regulation breaches.

Exception: Objection/Counter-Objection hearings are handled by the Central Competitions Control Committee.

The Central Appeals Committee

Hears all central-level appeals and reviews suspension applications per Rule 7.12, making recommendations to Central Council.
